The District regularly produces plans and reports to guide District decision-making, infrastructure improvements, and investments.
District Strategic Plan & Three-Year Plan
The District’s Strategic Plan is a high-level organizational tool that focuses the organization on four Performance Areas, which are the most important, broad factors necessary for District success. It further sets key performance indicators (KPIs) for those Performance Areas.
The Three-Year Plan is a critical piece of the District’s Strategic Plan that prioritizes the major short- and near-term projects and/or programs that the District must focus on to support its vision and the Performance Areas and their indicators. The Three-Year Plan will be updated annually.

Facilities & master plans
A facilities plan is a critical first step in implementing improvements to the District’s treatment plant and collection system. A facility plan is a statutorily required step before the District can begin designing and constructing specific capital projects. The purpose of facility planning is to conduct a condition assessment, define needs for improvement, evaluate alternatives, and then recommend the most reliable, cost-effective, and sustainable option. Public participation, including public meetings and stakeholder review, is a key component of facility planning.
Heat & Power Facilities Plan
This plan evaluates the District’s heat and power infrastructure and provides alternatives for using its biogas over the next 20 years, given the need for equipment replacement.

Capital Project Infrastructure Placement Plan (CPIPP)
This plan identifies preferred locations for new infrastructure projects to avoid interference with future investments, minimize maintenance burdens, and ensure safe movement within the plant.

Biosolids Management Plan
This plan provides the District with practical steps to make smart investments toward achieving a sustainable and resilient biosolids program, both now and into the future

This plan is a high-level document intended to help guide the District as it considers upcoming aging infrastructure replacement projects.

Liquid Processing Facilities Plan
This plan focuses on future needs of the District, including increased capacity, infrastructure resiliency, and flexibility to manage peak flows.

This plan provides recommendations for improvements to the District’s collection system facilities through 2030.

Solids Handling Facilities Plan (11th Addition)
This plan provides recommendations for improving the District’s facilities for biosolids thickening and digestion through 2030.

50-Year Master Plan
This plan provides the District with a general guidance tool for providing service over the next 50-year planning period.

Annual Operating Budget & Capital Improvements Plan
The District produces its annual operating budget to guide investments and spending for the year. The final budget, which is approved in October each year, includes the District’s Capital Improvements Plan, or CIP. The CIP is updated annually to reflect capital projects needed to keep the District’s assets in good working order. Projects and a budget summary are included for a six-year time period.
The District’s adopted operating budget & Capital Improvements Plan serve as its annual report to meet statutory requirements.
