Investing today for a resilient, reliable tomorrow
District infrastructure is the backbone of what we provide to the 24 communities we serve. Maintaining and upgrading this complex system isn’t just about about pipes and pumps. It’s about protecting public health, safeguarding our environment and planning responsibly for future generations. It’s why we invest in capital improvements that ensure our wastewater system remains safe, efficient and capable of meeting evolving needs.
Capital Improvements Matter
Every drop of wastewater that enters our system must be safely collected, treated and returned to the environment to meet state and federal standards. To do this reliably, we need infrastructure that can withstand current demands and adapt to future challenges. Our capital improvement program addresses:
- Condition – Addressing aging or deteriorating assets before failures occur
- Capacity – Expanding or modifying infrastructure to ensure the system can handle peak flows during storms and from population growth
- Resiliency – Strengthening the system to be redundant and/or prepare for extreme weather, energy disruptions and other vulnerabilities
- Regulatory requirements – Ensuring compliance with evolving environmental and public health regulations
By aligning our projects with these drivers, we ensure that every dollar we invest delivers measurable value for the communities we serve.

Types of Infrastructure Projects
Treatment plant projects
Improvements at our Nine Springs Wastewater Treatment Plant focus on process upgrades, energy efficiency and compliance with changing environmental standards. These projects often include upgrades to aeration systems, biosolids handling, process efficiencies or heat and power.
Interceptors
Interceptor sewers carry wastewater from local collection systems to the treatment plant. Projects in this category improve flow capacity, repair structural defects and extend system life.
Pumping stations and force mains
These essential components move wastewater across long distances or varied terrain. Upgrades may include mechanical, electrical and backup power systems to improve reliability and efficiency.
Capital budget expenses
This category includes investments in planning, engineering studies, asset management systems and other necessary tools that support informed decision-making and long-term sustainability.
OUR commitment to Service
Every infrastructure upgrade we undertake is a step toward a more resilient and high-performing wastewater system. And behind every infrastructure upgrade is a dedicated team of engineers, operators, project managers and technical experts who ensure projects are delivered efficiently, safely and with minimal disruption to our communities. Our staff brings deep knowledge and a shared dedication to service, reliability and sustainability.
