2021 TREATMENT PLANT HVAC IMPROVEMENT PROJECT
Madison Metropolitan Sewerage District (Owner) will receive Proposals for the construction of the 2021 Treatment Plant HVAC Improvement Project, Contract 1 2022. Proposals will be received until 2 P.M. (CDT) on Friday, December 16, 2022, at which time all Proposals will be made publicly available. All interested parties are encouraged to attend the Bid opening virtually as follows:

Major components of the Project include the following:
• Remove existing air handling equipment at four separate structures.
• Install new air handling equipment and associated electrical and control equipment and devices.
• Modify the structure including new wall and roof openings to accommodate and support the new air handling equipment.
The Project is located in the City of Madison at the following address:
Nine Springs Wastewater Treatment Plant: 1610 Moorland Road.

All prospective prime bidders and electrical and mechanical subcontractors are required to attend. Bids submitted by prime bidders who do not attend the prebid meeting will be considered unresponsive and will not be opened.
The Owner will host onsite access to the treatment plant. Onsite access will be provided on Tuesday, November 22, 2022, and Monday, November 28, 2022, from 10 A.M. to 12 P.M. and from
1 P.M. to 3 P.M. each day. Attendance to one of these sessions is mandatory and is limited to prime bidders and electrical and mechanical subcontractors. Attendance is limited to 10 people total per access time and current social distancing and group meeting guidelines will be strictly enforced. Sign up is required and will be made on a first come, first served, basis. Please contact John Bembinster at firstname.lastname@example.org to sign up for a specific time. Responses to any questions received during the onsite access sessions will be answered in a formal addendum.
All prime bidders and electrical and mechanical subcontractors must be qualified for this specific work. Before Proposals will be accepted for the work contemplated herein, the Owner will conduct such investigation as necessary to determine the performance record and ability of the prime bidders/subcontractors to perform the size and type of work specified in the Contract Documents. All prospective prime bidders and mechanical and electrical subcontractors must submit qualifications for review and approval by the District. Prequalification applications will be distributed with the Contract Documents or can be obtained from the District. Prime bidders and electrical and mechanical subcontractors who have already submitted prequalification documentation to the District within the current calendar year need not resubmit, but must notify the District in writing by the prequalification due date (using the form provided) of their desire to prequalify for this specific work. Prequalification applications must be completed and submitted to the District office no later than 5 P.M. (CDT) on Tuesday, November 29, 2022. Bidders will be notified only of disqualification no later than 5 P.M. on Friday, December 2, 2022. If a Bidder has not filed the prequalification application, their Proposal shall not be opened.

The Bid must be accompanied by Bid security made payable to Owner in an amount of 5% of the Bidder’s maximum Bid price.
The District reserves the right to reject any or all Proposals or to waive any technicality and accept any Proposal that may, in its opinion, be advantageous to the District.
Contract letting is subject to the provisions of Section 66.0901, Wisconsin Statutes.
Bidders shall comply with federal wage rates. Bidders shall comply with the President’s Executive Order No. 11246, Equal Employment Opportunity as amended. The award of a Contract under this Advertisement for Bids is contingent upon the Owner receiving a loan from the Wisconsin Clean Water Fund. This procurement will be subject to regulations contained in NR 162, Wisconsin Administrative Code and appropriate State Statutes and the “use of American Iron and Steel” requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014.
Any Contract awarded under this Advertisement for Bids must demonstrate positive efforts to utilize disadvantaged business enterprises (DBE), including women owned business enterprises (WBE) and minority owned business enterprises (MBE). WBE and MBE are encouraged to submit Bid Proposals. The Contract will be subject to the provisions of NR162. Failure to comply with these provisions could result in the termination of the Contract.
In connection with the performance of work under this contract, the contractor agrees not to discriminate against any employee or applicant for employment because of age, race religion, color, handicap, sex, physical condition, developmental disability, or national origin. This provision shall include, but not be limited to, the following: employment, upgrading, demotion or transfer; recruitment or recruitment advertising; layoff and termination; rates or pay or other forms of compensation, and selection for training, including apprenticeship. The Contractor further agrees to post in conspicuous places, available for employees and applicants for employment, notices setting forth the provisions of the nondiscrimination clause.
