Planning & Design
The Madison Metropolitan Sewerage District (MMSD) Engineering Department oversees all construction projects at the Nine Springs Wastewater Treatment Plant and in the MMSD collection system. The Engineering Department consists of ten (10) people, as follows:

Depending on the size and complexity of the project, the MMSD Engineering Department may or may not seek the assistance of outside consultants. If the project is small, the MMSD Engineering Department will complete all planning and design internally. If the project is large, MMSD will seek the services of outside consultants. Typically, MMSD performs all construction-phase project duties, including management, resident engineering, and inspection.
MMSD does not retain the services of one consulting firm from project-to-project. Rather, it seeks different consultants for different projects. This is done via a Request for Qualification and/or Request for Proposal process. Consultants are selected based on several factors, including past experience, personnel, ability to complete work, and price.
